NEC Merit Scholarship: Financial Support to the Students of Ner for Higher Professional Courses: The North Eastern Council (NEC) Secretary is pleased to issue the following regulations. Which govern the awarding of NEC Merit Scholarships (from now on, “scholarships”) to students from the Northeast Region.

This scholarship is for the students who are pursuing studies in a variety of disciplines at various levels in institutions both inside and outside the North-East but within India. It is possible to refer to the regulations as “Rules for the Award of NEC Merit Scholarships.” These The regulations will take effect in the 2020–21 fiscal year and replace any prior restrictions on the system above.

Scope

NEC Merit Scholarship: Financial Support to the Students of Ner for Higher Professional Courses are exclusively available for study in India. They will be given to qualified North Eastern State applicants by the North Eastern Council, Ministry of Development of the North Eastern Region, Government of India, Shillong.

Eligibility Conditions

Eligibility criteria for NEC Merit Scholarship- Financial Support to the Students of Ner for Higher Professional Courses is as follows:

  • Only students who are permanent residents of one of the North Eastern States are eligible for the Scholarship.
  • Candidates whose academic years begin in 2020–21 and after that are eligible for the Scholarship.
  • Scholarships must be awarded only through the National Scholarship Portal (NSP) under this program.
  • The students who were already receiving scholarships before these rules went into effect, however, shall continue to receive their scholarships up until the conclusion of their scholarship tenure by the current practice.
  • Once chosen, the Scholarship will be made accessible to the selected student for the allotted course length, provided the renewal requirements. Govt will only consider scholarship extensions within the required study term.
  • The student must not receive any other scholarships or financial aid from any other source when they apply for the Scholarship. A sponsored candidate employed full-time throughout the study term and employed, or in-service candidates cannot receive the Scholarship.
  • Only in the year the student begins their course will the student be considered for a scholarship. Naturally, the only option available for consecutive years will be renewal.
  • Students accepted to diploma, degree, post-graduate, or registration in M.Phil. or Ph.D. programs at any institute recognized by the government are eligible for scholarships. Regular students of M.Phil. and Ph.D. programs can get this Scholarship. The Scholarship won’t cover any practical training or internships.
  • Students are eligible for the Scholarship if their parent or guardian’s annual income from all sources is at most Rs. 8.0 lakh. The candidate must present the income certificate issued by the appropriate authority.

The eligible student must fulfill the following criteria in the previous qualifying examination for a Scholarship:

Diploma HSLC/HSSLC/Secondary School Leaving /Senior Secondary Leaving certificate examination from a recognized State/Central board with a minimum of 60% marks in aggregate.
Degree H HSSLC/Senior Secondary Leaving certificate examination from a recognised board of State or Central with a minimum 60% marks in aggregate
Post Graduate Degree level examination in any discipline (B.A./BSc/BE/B Tech/MBBS/LLB/BCA/BBA, etc. of any recognized Institute/ University with minimum 60% marks in aggregate.
M.Phil./Ph.D P.G. degree from any recognized University with a minimum 60% marks in aggregate

Application and Verification Process

The relevant departments of the State Governments and the NEC will publish an advertisement in the top newspapers, on their websites. And through other media outlets to announce the specifics of the Scheme and seek applications. The ad must include all relevant information regarding the plan, certificates, and other items. The government must post or send it with the application form and deadlines. Additionally, the National Scholarship Portal will prominently show the campaign.

The applicants must submit their applications via the National Scholarship Portal (NSP) by the deadline specified, using the proper procedure or instructions outlined there. They can also use the UMANG or N.S.P. mobile apps to complete the application process. However, candidates must apply as soon as possible because doing so would allow them to amend their application if the verification authority suggests doing so. At the time of application, the applicant must possess the papers above. They may be required to upload a scanned copy of these papers by the need or any applicable laws or regulations.

  • Except in Sikkim, where a Certificate of Identification (C.O.I.) issued by the appropriate Deputy Commissioner in the Government of Sikkim to its Permanent Residents Certificate from any other authorities, Permanent Residential Certificates (P.R.C.) issued by Dy will not be accepted.
  • Income Certificate from the Appropriate Authority (Required).
  • Passbook for a bank account: The account must be in the applicant’s name (optional).
  • Details of qualifying examination (Mandatory)
  • Synopsis signed by the project guide / Director (Research) or any official authorized by the Institute/University in the case of M.Phil/Ph.D. candidates (Mandatory).
  • Any other document as may be required under NSP guidelines.

For the application, there will be two levels of verification. The first verification level takes place at the institute level, and the applicant’s domicile state in the N.E. Region will conduct the second verification level.

The applicant’s current institution must have registered on NSP using the U-DISE/AISHE/NCVT Code and following the established procedures for N.S.P. application verification. If the Institute is not on the N.S.P. list, the department will not confirm student applications and will not consider a scholarship. All NE States must ensure that all educational institutions where qualified individuals are enrolled must promptly onboard with N.S.P.

The Nodal Officer, appointed by the respective N.E. State Governments, shall verify the second-level applications.

The designated Institute Nodal Officer will be in charge of ensuring that the student satisfies the requirements for eligibility under the Scheme. He will have the authority to accept, reject, or defect each application. The Nodal officers will confirm that all of the information provided by the candidate is accurate. They can check the uploaded documents and documents kept in the Institute’s records to ensure they are correct. They may also demand that the student present the document’s original copy where necessary. If any errors are present in the application, they will get the option on the N.S.P. to return the application to the student for correction. However, the Nodal Offices will check the applications as soon as possible if required.

Students can change their applications or submit additional paperwork as needed.

Selection for Scholarships and Disbursal 

  • According to the Scheme’s principles and after adhering to the NSP’s established method, the department will select applications on a merit basis.
  • The govt department will use the research topic or synopsis relevant to the concerns or problems associated with the North East Region to choose students for M. Phil. and Ph.D. degrees. Ph.D. and M.Phil. subjects and themes must always be directly relevant to the N.E. Region, mainly and recently. In general, primary and theoretical research will not be encouraged.
  • The students will get scholarships solely on a merit base. The candidate’s qualifying exam scores and compliance with the level-of-course-wise slots assigned to the states, as described in paragraph 7.3 below, shall be the sole criteria used to create the merit list.
  • In case of a tie, lesser family income students will get preference.
  • There won’t be any restrictions or quotas based on gender, religion, or category.
  • Suppose there needs to be more qualified candidates to fill the authorized quota described in paragraph 7.3 below. In that case, the remaining eligible students from other N.E. States may receive it according to their internal merit list.
  • The scholarships will be awarded to chosen students immediately by N.E.C. into their given and verified bank accounts via the D.B.T. mechanism by the rules at the time.
